Basement Conversion Plumbing in Chelsea

RBKC's current basement policy is Policy CD11 in the Local Plan adopted in July 2024, which carries forward the approach of the well-known former Policy CL7. In broad terms it limits a new basement to no more than one storey deep in most cases (roughly three to four metres), and to under no more than around half of the garden or open part of the site, with a modest extra allowance sometimes possible for a swimming pool. If a contractor is still quoting CL7 as the live policy, their reference is out of date.
The plumbing challenge below street level is drainage. Once a bathroom, kitchen or utility sits below the level of the main sewer, waste cannot flow away by gravity, so it needs a pumped solution — a sump and pump or a packaged pumping station — sized for the fixtures and fitted with the right non-return protection. Getting this wrong is the usual cause of basement smells and back-ups.
Water ingress and flooding resilience matter as much as the fresh-water plumbing. Basements need proper waterproofing (tanking or a cavity drainage membrane feeding a sump), an anti-flooding or backflow valve on drainage where there is any risk of surcharge from the public sewer, and thought given to condensation and ventilation. A leak alarm and a maintained pump with a battery backup are cheap insurance for an expensive room.
